Solution:
The total percentage of voters is equal to 100%.
The percentage of voters who voted is given to be 60%.
So, the percentage of voters who did not vote will be
100% - 60% = 40%
The number of voters who did not vote = 40% of 15,000
= 40/100 ×15,000
= 6,000
