The diagram below shows the number of cubes on one face that will have exactly two faces painted. As the diagram reveals that per face there are four cubes with exactly two faces painted.
Leaving the top and the bottom faces there are four faces left. Hence four cubes per four side faces means there are 16 cubes with exactly two faces painted.
