A circle graph or pie chart shows the relationship between a whole and its parts.
Here, Total angle = 360° and Total number of people = 36
The central angle for each color can be calculated as shown below:

Blue | 18 | 18/36 = 1/2 | 1/2 × 360° = 180° |
Green | 9 | 9/36 = 1/4 | 1/4 × 360° = 90° |
